NCLB Ruling
A revised interpretation of No Child Left Behind (NCLB) guidelines
concerning “Highly Qualified” teacher status has been enforced by the
U.S. Department of Education. This ruling states that all
pre-kindergarten through 6th grade classroom positions will require a
generalist certification exam before the teacher is considered “Highly
Qualified” and can be hired for their internship.
This NCLB ruling will mainly affect 4th, 5th, and 6th grade teaching
positions where only a specific subject area certification exam has been
passed. Certifications affected by the new ruling will include 4-8
mathematics, 4-8 science, 4-8 English language arts & reading, 4-8
social studies, 4-8 math/science, and 4-8 English language arts &
reading/social studies.
Example: An intern teaching 5th grade math must pass the
EC-6 Generalist or 4-8 Generalist certification exam to be covered under
the new ruling. Simply passing the 4-8 Math certification exam will no
longer suffice to allow this intern to teach the 5th grade math
position.
Example: An intern teaching a 7th grade science position
will only be required to pass the 4-8 science certification exam.
However, if the teaching position calls for the intern to teach one 6th
grade science class, then the 4-8 generalist certification exam must be
passed before a Principal could hire the individual for the science
position.
Physical education and music teaching positions at the lower grade
levels are exempt from this ruling. Teaching jobs 7th thru 12th grade
are not affected by this new ruling.
The new ruling will only apply to PK-6 teaching jobs and this will be an
important requirement in the hiring process for the 2010-2011 school
year. Principals will hire individuals that are considered “Highly
Qualified” and have certifications that allow flexibility in grade
levels and subject areas.
